If you don't have a budget for training your employees, why don't you? Not important?
How about cutting down domestic travel of your middle managers and investing that money into your organization's long-term growth by training your employees?
I could name a few more expenditures that don't yeild any return but are currently in your budget and you're clearly overspending on them. But I'll leave that exercise to you.
